What is a good eco plan for a world with every resource (build order with pre existing infrastructure. Secondly how to safely purge half of my gov of tier 1 or opp leaders?

The most effective way I’ve found of making personnel changes in the upper echelons of my government is the Assassination card. Although it does require a bit of authoritarianism and a Secret Service director with a Personal Guard and/or high personal combat skill.

As I go meritocracy and do not like autocracy, I go with no/bronze/silver/gold retirement interior council cards. Works very well, you can get rid of Karens within one turn.

1. The profile of newly created leaders is aligned to your regime profile. So first try to push your regime profile in a sharp direction and then hire leaders. This way you will have significant less opposing leaders.
2. Reserve leaders can not revolt as far as I know. So just move them into the reserve.
3. Factions will also align to your regime profil. And members within it will align to the faction. New factions form if you have many leaders. Factions die if they are empty.
4. If you do it right you will have a faction that loves all your profiles and will fill a positions.

I don't know about the rest, but leaders in the Reserve Pool can absolutely rebel against you, they'll just have less rebels at their disposal.
