9U17 - is it intentional you can't retrofit advancements for naval units?

In 9U17 - is it intentional you can't retrofit advancements for naval units at all, even if in a Size 9 Port with full supply or am I not doing it right? I can kind of understand way, if this is the case, but just wanted to make sure.
