Can an empire become too big for one SQH?

I'm having this problem the first time since I've started playing the game. Owning around 50% of population on the world (4M). Army is fairly big. Capital with SQH has rail V and truck V with all outgoing roads next to the capital also having truck and rail V. HOWEVER, there is a total black bottleneck on all these out or ingoing roads to the capital. Food seems to be moving butno replacements, making my war efforts impossible. Has my empire become too large to have one SQH in one city so that it just cannot handle it?
p.s. I recently tried to disband some thousands of soldiers next to my capital and noticed this then happening, when they weren't disbanding. Did it break something?

SOLVED: problem corrected now after tens of rounds of rail stations and truck depots building just about everywhere [:D] . Let the LIS flow!

As a general rule:
A Empire can never grow to big for 1 SHQ - only to seperated.
Adding another SHQ is realy just going to increase the issues, as you would end up having to manually transfer all the goods between the two. So only do it if there is a serious split in your empire - beyond waht a simple airbridge can gap.
As long as you still got Upgrades on Trucks and Stations left, always try those first.
I am a bit confused about those western rail lines. I do not think splitting them at the Town Hex really helps and might move the split to later in the northern line. That way they can better share logistics on the early stretches.
Pull points can theoretically hide where the real bottleneck is (as it tries to split points at the start, thus leaving all directions in the black).

The only actual train lines going to the capital and out is the southern to eastern ones. I've tried to keep the train line as a circle. The remainder you see I just have not erased yet.
EDIT: I'm also using a graphics mod..

Yes, mostly when you're producing over 3k resources per zone per turn you will end up making at least 2 SHQs, the problem its always making them before the worst happens.

If you produce over 3k resource per Zone, how have you not yet won?
Additionally, Rails can go up to 16k Logistics easily.
