[Exploit] Encircled units can be scrapped

So it turns out that units that are encircled can be scrapped and they will return their resources to the zone inventory even if there is no connection between their pocket and the zone city. This seems like a bit of an oversight.

Mmm... how can a bunch of encircled hexes still be part of a Zone outside it? If you have a savefile illustrating this, do send to

At least the map usually displays Enclaves as part of the same Empire. Maybe you check the wrong thing?

Was working as intended. (Items gone + soldiers added to Free Folk) But will improve feedback for next patch.
