What is the role of the secretary? Does it needs to have any specific skills?

The Supreme Command Councilor is the Fallback guy, if there is no specific councilor for a task.
The Secretary is the Fallback guy to him (mostly if he can not make a role for himslf) and has a -25 penalty to those rolls.
The role is also the Fallback to put a Councilor Image/Name on a report. It is autoamtically refilled every turn with a random, unemployed leader - because the game flow just expect someone to be in that position at all times. Vic actually had to fix a few bugs when things conspired to break that asumption.
So secretary needs no skills, has massive penalty to any rolls he does make and realy is just there as the 2nd Fallback guy. I usually park some low-capacity Leader there.

I've been told that if the Secretary Loyalty/Relations fall too low, they can screw you over by presenting you only bad options to pick from.
