Roaming thieves in newfound city stealing

Hi Vic and forum,
I have the Roaming thieves event in my city Yeso, founded two or three turns ago. After unsuccessfully aiding my gov there, they steal 316 food and metal. The items tab in the city shows 118 food and 31 metals stock, and after the theft the stolen amount isn't taken away from my SHQ either.
What I want to say:
a) The amount stolen seems to be not related to zone stock. It probably should be.
b) The stolen goods are not taken from my SHQ if that is the mechanism here - and why would they, too? The SHQ is thousands of miles away, an this zone with theft has no metal production and is a border town without traffic going through.
c) All it seems to affect is unrest. Which I will get even if I have the very very rare success.
Sidenote: The difficulties are almost always too damn high to not reduce the effect or negate it. The %% shown is not the percentage the roll will take place at. I wouldn't mind switching a competent, experienced governor into border cities or those in danger, but he will almost certainly be upset because of the change, making things not really better.
