Hello,

I have a Small town (II) / Zone.

It has various private assets that give it a QOL score of 14.

It is a regular Zone - however has no civilization score ie Civilization Score = 0

This has been the case for the last 10 turns if not more....

Am I missing something else that is preventing it from having a civilisation score?? or is this a bug???

You have about 30% per round for it to go up chance is (20 + diff(qol,civ))%... so it could be bad rolls.

Its just started going up in the last couple of turns. The other observation of note is the cultural adaptation score got above 50
