[1.06b13]Easy logistics doesn't double supply base output

With easy logistics all other logistical assets have their output doubled - except for the supply base. Its output should also be doubled so that it helps just as much as before (percentage wise).
Without easy logistics it's a 50% range boost to a lvl 1 truck station, with easy logistics it's only 25%.
