Complaint: Private Asset Builds Open Air Farms Near Snow Line

In one case, I've had the AI decide to build Open Air Farms -under- the snow line.
This obviously triggers collapse in Private Food production and hunger once the seasons change.
We need a way to 'direct' the Private Sector, i.e. don't build a derrick on that 10,000 Fuel Resource when there's a 30,000+ resource right next to it.
