Manual says that it's generated by the Mer profile, but it doesn't seem to be the case. I can't figure this out.

It could be that it is generated by a Faction, if you got enough "Meritocracy" profile to unlock it.
Unfortunately those Faction cards are not displayed on the Profile unlocks.

According to 5.7.7. other strataGem sourCes it is generated by the Factions, if they like you, you got a high Meritocracys profile and they got a high meritrocracy profile.
