[RESOLVED] What to do when CMO freezes on launch?

Gidday Gidday all,
HD died so bought a new one and reinstalled STEAM and CMO.
Now when I launch CMO the loading screen appears, the globe keeps spinning with the words "Loading, please wait..." but nothing else happens
What can I do to get CMO running again please?

Hello,
* Is the OS fully updated? Graphics drivers updated? Direct-X 9 installed?
* Is Command running as admin? (ie. prompting you "are you sure you want to run this program" when you launch it)
* Are Steam overlays disabled for Command?
* Is Direct-Write disabled on the Steam client?
* Are all other applications (and especially hardware-helper apps like MSI Afterburner, RivaTuner etc.) shut down?
* Are you using a high-DPI desktop? (ie. font size >100%)
* Are you using Norton antivirus? (This POS is very frequently silently blocking file updates)

Am going through your list.
I have Direct-X 12 installed. Is that okay or does it have to be Direct X-9 thank you?

No, Command is not running as admin. No such prompt appears - should it?

I was, at 150% but have reset it to 100% - and that did the trick! Can now play.
