My Governor only levels military skills, any clue why?

So there's his history. As you can see he started his career as a military commander, but my understanding is that any leader will attempt to level skills related to the job only.
However after appointed Governor of Nancy, he only levels military skills, and thus has a suitability of 0 after many turns. The last bit in the log is me firing/re-hiring him to see if it fixes whatever is malfunctioning.
Any idea why he doesn't level appropriate skills? My other two governors work properly.

Looks like I can't post images/links for a week after making an account. I won't type it out but basically he only levels Gun Tactics/Offensive Tactics/Defensive Tactics. This would be a lot easier if I was allowed to post images.

After firing and re-hiring him as a governor of the same town, he seems to be fixed. So this was a bug, but I have no idea how it happened. He never commanded any troops.

Maybe there was some heavy fighting going on in his zone?

Everything at peace currently, and my understanding is Govs don't use any of those skills for any rolls. I think he somehow thought he was a OHQ General

Wich skill precisely?
I am pretty sure they use the OHQ Command Skill for at least one Event roll. But nothing on this scale.
Did you happen to have a OHQ commander that was not improoving? It could be the assignment was partially faulty between the two.

Just the grey military skills, I think I listed some above. I didn't check my OHQ leaders, but they were all instated well before this Gov and were growing fine as I recall.

Yes - I'm seeing similar. A governor who for about 25 rounds has been hell-bent on going Against-the-odds.
I had high hopes Aina would grow into the Governor role, but alas, she is still just suitability 2.
It never occurred to me that this might be a bug - I just assumed it was someone who wasn't really interested in the job I'd assigned her to.

Notice how the skill being pushed is the one she last specialized in before joining. I remember that something like this was added and fixed during the Betas:
1.06.beta-1:
-XP spending on Skills is now much more varied and partly depending on the personality of the Leader *
1.06.10:
-Fixed older game starts played with 1.06.02 or higher that were getting weird skill growth due to the newly added personality modifiers on skill choice in 1.06.02.
Note that Steam was running 1.06.09 as beta last I checked.

I see... I'm using v1.06.14, but I started on a much earlier version so perhaps it's a holdover.

Do you have an advisor attached? I find this sometimes has a negative impact on skill growth where the advisor has a higher skill already.
