Artillery brigades and divisions

Should I keep artillery brigades and divisions reporting to Stavka or should I assign them to a front or army? I get the two hexes away part, but am having some trouble getting them all into the fight and I can't figure out why some in a stack will attack and some won't. Do they need a minimum number of movement points? Can they attack in the same turn they moved?
Any and all help is appreciated.

On-map artillery are not support units but combat units and have to be selected like any other combat unit to participate in combat. They also obey the same rules as other combat units regarding movement. They can attack (bombard) on there own but will not automatically participate in defense unless it's their own hex or they are in reserve.
The other thing about on-map artillery is they are less likely to conserve ammo as they are less likely to participete in additional battles (15.6.1) which is possibly what you maybe seeing.
