I suppose one is to right click and drag, after having marked the "zone change tab"? But nothing happens when doing this. (Playing by Steam). So how to do this properly??

You talking about changing borders on your areas? You need 2 shared sides to do it for one that can stop you.

1. You switch to Zone draw mode
2. You click into the middle of the Zone you want to expand
3. You click on any hex bordering the zone, wich has at least 2 sides connected to the zone

As with buildign roads, you have to wait for the turn after the conquest.

Ah, I was having this issue as well but now got it, thanks for the detailed steps.

This does lead to another question which is when should you adjust zone borders? Is it best to just try to add as much to your capital zone?

Non-Hex Perk Assets more than 6 hexes away generate Administrative Strain. So very large zones are problematic.

Higher Tier Assets (II > I, IV > III, etc) are more population-production efficient than smaller Assets, which favors a few less numerous but larger zones.

However, Private Industry is limited to III, and lots of smaller zones with Light Industry + Private Farms is an extremely efficient way to generate lots of cash.

TLDR: Don't make gigantic capital zones because you can't actually use all the resources you'll find. It's up to you how you want to size your zones, dependent on your actual situation and economic model different development plans may be optimal.

Thanks for the response. What do you mean by administrative strain? And do you have any good examples of when people adjusted zone borders?
