I don´t know a quick fix offhand, other then the good old "screwdriver trick" ;).

But do a search or post a thread on the Xp section of http://www.annoyances.org/

It´s a good site for all kind of OS troubles.

Here's a few tips. They both require the use of a registry editor though.

First
Second

Unfortunately I can't test either, because my keyboard doesn't have 'windows'-keys. Would you believe, I still use the keyboard from my first own PC? And to think I bought it in 1991 :p

Registry editing isn't that difficult nor is it as dangerous as often claimed. The tips had detailed instructions on how to do it, I would recommend trying it.
