The only way to damage rail is with partisans and scorched earth. Am I correct?
yes. That kind of game mechanic is game breaking and really has no viable effect on the capacity.
USAAF in 1943 or 1944 bombed 90% of Italy's rail to destroy the German ability to supply..... They still got all their supplies through.
Rail is easy to repair if bombed.
So to even consider it for the game just wouldn't be a good idea.
