4.2.1.1 Split CPs During RTB, Feature or Bug?

During the RTB phase the CW needs to return 5 CPs in the Cape St. Vincent. They wish to send 3 of the 5 CPs to Gibraltar and the remaining 2 to Liverpool. So they split the 5 CPs into 2 & 3 CPs. The 3 CPs still must RTB; however, the 2 CPs is now staying at sea.

I noticed this problem before. What I do is split them during the stay at sea phase and make super certain that the are assigned for RTB at the end of stay at sea phase.
