Is there any point in tactical bombers?

I discovered that I can change any tactical bomber to a level bomber without any change to characteristics, and now it goes on higher altitude which means it's not vulnerable to low-altitude AA.

Any point to ever do tactical bombers?

Lower altitude ground attacks are more accurate, I would assume?

Less vulnerable to air interception, and greater accuracy against ground targets? I'd figure that coming in low and fast would have the same advantages as it does in real life. Also, aren't high-altitude SAMs a thing? Flying low is a way to bypass them IRL, since low altitude SAMs (MANPADS for example) and Flak guns have dreadful coverage and are only modestly effective in comparison.

Level Bombers and Transporters operate on high altitudes. All others on low.

This is the list of how effective each AA is against low and high altiltudes respectively.

So it is kinda like the Armor/Weapon matrix.
Manpad and Machinge Gunns all have 0% effect on high Altitude.
Heavy Manpad has 25%
Super heavy Manpad has 50%
50mm and 88mm Flak are at 50% and 75% respectively.
