[1.06.14] Robotic infantry not reinforcing.

I have a few formations of robotic infantry. They are set to accept forces of High quality and tolerate forces of every other quality.
The only infantry of High quality I have are robotic infantry. But the formations refuse to reinforce, despite there being no logistical issues whatsoever.
