SHQ Logistics Limitations not doing any limiting

While diagnosing an unforgiving and persistent bottleneck into and out of my SHQ capital city, I noticed of most of my logistics points were being spent on Zone => SHQ. And since I had massive stockpiles of everything, I thought if I could limit further useless transports to stockpiles that would free up logistics for more fun things like giving my units replacements.
So, I tried lowering the SHQ Logistics Limitations to 10% for Zone => SHQ ... but nothing happened. Then I tried setting it to 0% ...

... but that had no effect either. Zone => SHQ is completely ignoring my limitation. Is this a bug? Or am I misunderstanding how this is supposed to work?

Even if you set it to 0%, zone > SHQ will still utilize any remaining logistical points after all the 4 phases execute.

That's true, but it doesn't explain why my very modest replacements requests (step 4) didn't get carried out. I double checked, and the units in question were in supply.
Zone => SHQ just hoovers up all the logistics points, it seems, no matter what you set it at.
And to digress a bit ... there should maybe be a step 5 added to the process, which would be called SHQ => Reserve (or something like that). These would be logistics banked for use by the player during the turn, such as Strategic Movement or unit upgrades.

Oh interesting. My understanding is the reserves if available should have been sent first if you had zone > SHQ set to 0% so not sure. I agree having a 5th step or some hard setting to limit the zone > SHQ so you can keep logistics points for being used in the next turn for troops movement/creation.
