Original purchase for ground units (for example) consume both production, logistics and manpower costs .....

Are upgrade costs limited to ONLY production costs ?

So lets run an example here .... Large Infantry Corp in Assault
1939 PP is 180 as original purchase ....
10% of this is 18 PP ... So 18 PP to upgrade from 1939 to 1940 and another 18PP to go to 1941, etc ..... ? Quick check a purchase of this unit in 1944 is 270PP, same as it would have been to purchase in 1939 and progressively upgrading with above values ...

What happens when you purchase the unit at 1941 with 216PP originally ... does the upgrade to 1942 @ 10% run 21.6 PP (round to 22) ?

It still 18. The upgrade amount is always the 10% of the 1939 unit cost.

Good clarification .... should be spelled out in the manual rather than calling it the original cost ....
