Just noticed something odd about China.

They can research Heavy Bombers, but can't build any.

Should this research by blocked out for China or should they be able to build heavy Bombers?

I guess they can with softbuild on.

Good point, and it might then be best that I remove the ability to research this as otherwise some players may invest MPPs in this area before realising that they can't build any.
