1. What does tech level setting do? Found in Edit/Res(earch)/TechLevel
what does ResProdRelMod do & how is it used?

2. In settings/side menu/far right what does ResProdRelMod do and how is it used?

1. Tech level settings have no effect, except when you want a regime to be set to a certain tech level. If you use it to set the tech level of the regime, then all techs that are set to that tech level or below are granted to the regime. In other words, it is a quick way to set the regime to have a certain level of tech.

2. I never actually used it, but it is a way to make sure that if a regime gets big enough, it's research will become more expensive. The size of the regime is determined by production points of the regime.
