5.11.3.9. raIl PoInts only stronG between statIons

"Any Hex with Rail Points is a place where the train can stop and offload. Or in other words: you do not need a Station to offload your trains."

This is not how it currently works. Stuff can only enter and leave the Network at Stations or Railheads. Passing Trainpoints bring nothing.

But there might be a exception for the lower 10% of Tainpoints that are even there without a terminator station.

I think the manual text could be clearer for sure, but it does make sense - it's saying the points are not only applied on the hexes with stations and railheads, but apply for all hexes along the routes.
