When do the partisan hexes in the Soviet Union become active? Are they only triggered once those hexes have been occupied by the Axis and thus are behind the Axis front line? Or is there a chance for the partisans to spawn when the Axis front line is close but does not yet include the partisan hexes?

Anecdotally I am pretty sure they can spawn when the Axis line is adjacent to the partisan hex.

Only once the hex is under Axis control, not before.
