How to understand production penalty source?

In every zone I have "production penalty". In some zones 4-5%, in some 6-7%. It often causes construction to do only 0.5t.
Tooltip says it is "from unrest and other issues". My unrest is at zero. How can I find out why is it? thank

My guess based on that description is you have a cult that caused that small production penalty. But screenshots would help.

The calculation of hte penalty might be faulty (flipped) or it might have a randomized range:
