I have always read that a unit must be at 100% strength before being upgraded.
So, I am puzzled by this result.

I have just received this turn: Attack Submarine Advancement -> 1941.

But, this sub at a strength of 4/5 has been upgraded to this 1941 level.

Same for the second one.

The third one is not damaged. I was thinking it would be the only one to be upgraded.

Is it WAD?

I don't know where you read that but no.
Units get replacements then upgrades.

There is no requirement to be at full strength to get an upgrade.
