Multiple States of War. Bug or Feature?

First off, if this is a feature then this is a horrible feature that is exploitable outside the spirit of play and Multiple States of War. But I get ahead of myself. Let me first describe the situation.
1. Germany and Italy are at war with the CW and France.
2. USSR is neutral but at war with Romania.
3. Both Germany and Italy have sent peacekeepers (or advisors) to Romania.
3. The Soviets are free to attack both Romanian and German units inside of Romania; but NOT Italian.

FYI. If the Italian unit is stacked with a German unit it will be included in the attack.

I think I may have a similar issue. The Germans are at war with UK and FR. Italy is at war with France only. UK (and UK only) occupies a port in French territory. German and Italian units try to attack but only german units can participate. And I can't attack at all with the Italians alone.

I think this is different from peacekeeper situations.
Since the Commonwealth and Italy are not at war, they cannot attack each other's units.

No per multiple states of war rules you can attack a unit you are not at war with, if it is in a hex controlled by a country you are at war with.
Attacking a unit you are at war with in a hex controlled by a country you are not at war with - now that is verbotten.

If a hex is controlled by a country you are at war with, you can attack that hex. Even if you are not at war with the units which are in that hex.
So the CW and Italy can attack each other units, if f.e. the hex the Italian units are in, is controlled by Germany or vice versa if the hex the CW units are in, is controlled by France.

But maintaining a perfect understanding of all the rules under all the different possible circumstances has always eluded me.[;)]
