That's not good, is it? It is blocking its own side's convoy.

I believe I read somewhere that if placed on a convoy route from a neutral, it will annoy the neutral and cause it to swing to the otherside.
Dont know if it has any other effects.

It makes Norway complain, but I don't believe it does convoy route MPP damage
