I have encountered an issue after having to perform a re-install of Windows 10. I am getting the following message box:

I have gotten this on both a Steam installed version, as well as a direct install. I have latest Radeon Graphics drivers installed, and have verified that the system files are good.

Will try reinstalling DirectX 9.

Command ran fine before the re-install. The only thing that is different from before my reinstall is I have installed on non C drive...

Have a Ryzen 5800x and Radeon RX580 GPU.

Did you reinstall all the CMO prerequisites, like dot-net? I assume when you say reintall, you also reinstalled CMO and didn't just copy it over.

I did a clean install from the DVDs I received when I purchased, and applied the latest update patch.

I assume the installer covers all the dependencies like dot-net, directx, etc.

I would run through them anyway. There are in the prerequisites folder. I have had to reinstall a few times and every now and then, I notice they don't redo the prerequisites.

Since I haven't made a huge time investment yet setting up following my re-install of Windows, I went ahead and did a complete "nuke and pave" on my system and installed CMO as the very first program. I can report that CMO started up without the problem that I saw before, so its apparent that somehow the DirectX components had gotten corrupted somehow.

I will come back and provide any updates to this as needed... I haven't yet run Windows updates, so its possible that could trigger an issue...
