[1.07.04/5] Mining Techniques not an AP Tech

An oversight with last fix, I think. [:D]
Why an oversight ? It was already an EC tech in 1.07.01...
(Though one then wonders why it was exceptional in this way, Prospecting Optimization seems a better candidate...)
Perhaps the existence of other Organizations in the Applied Sciences depends on how much they have to do elsewhere ? It makes sense for all Applied Aircraft to be done by Airforce Research, because otherwise that Organization doesn't have that much to do, especially if you're sticking to a single model design & Air Engine line, and it does seem that the Military Research Council has quite a bit more to research than the Economic Council...
