Unit feat decisions influence Regime Profile too much

E.g. "Training opportunity" gives either "+8 mind" or "+10 enforcement".

That is ...

a) unrealistic. Training 1 or 2 soldiers of thousands to do a "special" job (Sniper, Veteran Sergeant) would not turn an entire society from "government" to "enforcement"-oriented, which is entirely possible with a "+10" modifier.

b) is used by the players foremost* to manipulate the Regime Profile scores, completely disregarding the unit feat itself - metagaming at its finest.
(* the rate I got from watching YT is 100% ...)

More of a balance/realism issue than a bug, but yeah, right now it does not really feel like a choice, the magnitude of the profile effect is so large that I have to always pick whatever hurts my favored profiles the least. On top of that, lots of these occur in militia units where the unit feat itself barely ever matters because it can't possibly overcome their bad base stats and lack of leader bonuses.
