Location of character tabs in the UI

Proposing some brainstorming here.
So character tabs are indeed second level menus, inside the main diplomacy tab. This could be justified for spies, who have their own tab, but I don't really see the logic to also have all the other characters in there, including admirals and generals.
The way I see it, there are two main options: either characters, like spies, are split into the categories they belong to (scientists in research, governors with colonies, admirals with fleets, etc.), or a main character tab is restituted. The first option would certainly be original, but I find it interesting and in the spirit of the current UI design.
Or do you think it doesn't matter too much because it's about acquired habits?
