Not sure if US oil is being effected by a new rule

39 and 40 Scenario - Looks like instead of adding 30 it's adding 3.
US oil is at 163
41 Scenario - Oil is 172
42-44 Scenarios oil is 190.(Correct)

A neutral nation's oil is impacted by its status. The lower the status the less oil it produces because most of it is going to civilian industries instead of military ones.
