As Axis, if the Royal Navy is blocking Narvik port, what is the best way to release it?

Air units? But, I need air units in France at the same time.

Naval surface units? Heavy losses expected.

Subs? Heavy losses expected.

I am having few problems to counter this strategy.

I will send the troops you have to the nearest port walking as soon as possible, possibly this blockade is the prelude to an invasion that will make you lose the iron convoy during the winter months.
