Looking for a "historical" play game

Looking for a player who wants a 1939 scenario game playing along historical lines. I will play either side.
1. Players agree to not make DOW against countries that are currently pro their side.
2. Players agree to not attack a neutral before its historic declaration/mobilization to preempt their entry on the other side. Examples are Italy before it declares or Yugoslavia before the coup.
3. Players agree to not manipulate the game AI to gain an advantage. Example, harassing Italian ports with Allied ships or by having AV/AVL's off its coast to push it to declare war early to avoid the penalties of DOW against Italy.
4. That either player can challenge an action by the other player, which requires the other player to provide a historical reference to show plausibility.
Examples of plausible: 1) U.S. reinforcing Hawaii as this was a historical consideration and there is a built in penalty that lowers U.S. readiness for war and notifications that warn the Axis player that it has been reinforced. 2) Germany shipping in troops to Albania to assist Italy to invade Greece in Oct 40; it is plausible that Hitler may have learned about Mussolini's plans and decided to make sure it wouldn't fail. These are operational/strategic options and not unrealistic. 3) Axis attacking France earlier than May 40; entirely plausible. Hitler only delayed because they needed more time to replenish their forces from Poland. If an Axis player's Poland campaign goes well with minimum losses, why not?
Example of not plausible: 1) Landing troops in Italy as a "raid" without the intent of maintaining the invasion, specifically designed to trigger the hit on their morale, as the Allies wouldn't toss away corps in an unsupported landing because the "knew" it would drastically impact Italian morale. 2) British fleet sails for the Pacific to stand off Hawaii and wait for the Japanese to declare war to ambush the Japanese fleet. I consider these as "gamey".
Not meant to be rigid, but to ensure the historical "flavor" of the game. I prefer a game that respects the history of WW II and not about winning any way possible. Please refrain from posting contrary opinions; if you don't agree, don't accept the challenge and move on.
