In the 39 Scenario, USSR begins as Neutral with 55% status and 85 oil from it's production. However, it's oil is not impacted by it's status like the US. Just wondering, should it not be 85 * 55%?

This is just conjecture (a fancy guess), but the US was producing oil that was going mostly to civilian users and just a little to any Armed Forces or reserves. The Soviet Union on the other hand, produced a lot of oil for its massive Armed Forces with just a little for its civilian users. And it was easier to rampup production as Stalin said produce more and they did, while FDR had to fight congress and public opinion to get on a wartime footing, including oil.
But it may be I am way wrong... I am just guessing.
