SOLVED 3.2.0 FR PART attacking with cooperating PARA?

It is Land Combat Declaration Phase. In the previous Paradrop phase, the Allies have succesfully paradropped a CV PARA near to Channel Coast and a US PARA in Provence. Both are next to FR PART. Only the 2-1 PART is offered for combat declaration. Can the 0-1 PART attack as well in conjunction with the CW PARA, with 0 combat value but in order to be taken as a loss?

Although at least the 2-1 FR PART is offered for land combat declaration, it will not join the attack of the US PARA against the notional. Program displays message, the PART cannot attack into the hex in question, because some of the units attacking cannot cooperate. But FR is shown under relations as cooperating with both US and CW.

No, the 0 strength partisan may not attack, nor may it attack with the PARA. For two reasons that I can think of.

1) A land unit can only attack if it has 1 or more combat factors.

2) The partisan does not co-operate with either the US nor the CW PARA and may not be included in an attack with them. Partisans only co-operate with other units from their own country.

Works as it should. Partisans co-operation differ from how the controlling nation co-operates.

I agree with the second point but I doubt the first one, I believe they could attack with a regular unit and take a loss, I think I saw it somewhere.

Unfortunately, I made searches in RAW7, RAC, and Clarifications and cannot find it. Somebody else can comment? out of curiosity.

11.16. LAND COMBAT

ELIGIBLE LAND UNITS
You can only attack a hex with organized land units that are adjacent to the hex (or invading or paradropping into it).
A land unit can only attack if it has 1 or more combat factors.
