[1.07.06] High speed rail station has 2 different machine costs

The high speed rail station is listed as costing both 20 machines and 5 machines per turn to construct in the asset details window. The actual amount consumed during construction seems to be 20 per turn, but misleadingly, the asset construction window lists the cost as only 5. This is from a savegame started in patch 1.07.03.
