Hi - in my current game I've just taken the 3rd Russian capital, Perm. I still hold Moscow & Kubyshev but the USSR has not surrendered.

Have I misunderstood the mechanics or has something gone wrong?

Will probably happen in the next turn or 2 - check the National Morale - it will be < 20% right?

There is a small chance that a country may not surrender right away as it depends upon the number of units they still field on the map.

Thanks guys. I guess that must be it. Similar to taking Warsaw in '39 but if you don't do enough damage they fight on.
