Situation is France has surrendered to Germany and are able to receive an oil trade from the US. However on the US production screen when France is chosen as a target it wants to produce something in Dakar, Senegal which is the France home country now. The production screen shows 2 oil traded Franc but only the Iraq oil actual goes to France. If you try and change the settings from the US production it only gives you the option to send to a US factory. Best way to see this is from the Breakdowns go to production planning. The trade has been cancelled and restarted but has not fixed the issue. Save attached.

Did you allocate the right resource to be traded to France during the preliminary production phase?

Yes, doesn't matter what resource you allocate. You can also direct the resource by going into the production planning during the breakdown stage. The trade shows up as going to France in the French PP but it isn't actually going there. Been playing this game a long time to know it is screwed up.
