In the Korean Ground Game, I tried setting my side doctrine to allow free engagement of all units, why am I not able to do this?

If I recall, there was an issue in the early days of CMO where the WCS state for land targets erroneously was locked and couldn't be edited. That has since been fixed but I think some older scenarios are still affected by it. In any event, you can easily solve this issue by opening the scenario in the editor and clicking the check-box next to the land WCS state allowing it to be changed by the player.

I think that you will find that the amount of knowledge here is nothing short of staggering.

I tried to find the scen you are talking about but i couldn´t, so it´s really hard for me to help you.

The most important thing when asking for help is to attach a save game file so other people can see exactly what you see.
IIRC you have to have 10 posts before you can upload files, but that shouldn´t take too long[;)]

Yup there was a bug where the author setting wasn't saving, I think all the official scenes have since been corrected but possible one or various community ones still have it (or just people's existing saves from back then). To follow up on that here is a screen shot of the side's wra and the checkbox you need to check.
