Latest manual version: "All the Allies except France will never surrender." (page 25)

In my current test game with latest beta (but started with U5), Soviet Union finally surrendered when reaching zero morale (had to capture Teheran, where it had moved it's capital)

So manual wrong, right ?

Well, the manual is in fact ambiguous, because in other places the rule seems straightforward: any country that reaches the morale break point (higher than zero for France and Italy, zero for the others), except those with "endless" morale, will surrender

eg, page 90

Morale Break Point—Most countries have a morale break point of zero. This means all the major urban production resources must be captured to force them to surrender. Some countries such as France and Italy will have a higher than zero break point. If the morale drops below the break point the enemy can be forced to surrender. Some countries have endless morale and will never surrender

Question: if in fact allied majors never surrender, why have a rule, two clear exceptions (countries with "endless" morale, France and Italy) and yet another exception ?

Perhaps for the minors like Yugoslavia, Greece, Finland, ...

The manual. the USSR never surrendered before but it wasn't good for the game so I changed it. I just forgot to change it in the rules.

A follow-up question

After Soviet Union surrender, I still receive a message that the US lend-lease has arrived via the Pacific route to the USSR, giving +30 production.

There are a couple of soviet partisans, but should "soviet union" still receive US lend-lease ?

Yes, Soviet Union surrenders. The morale has to be brought to zero, though.
I had to capture all their cities and resources, including Teheran, that they had captured earlier.

That does make sense... extremely hard to do as by the time the Axis units get that far they have to remove units to the Atlantic Wall as the Allies will be landing.
