Hello,

Issue with population flooding / immigrating into troubled zone as per thread here;

Seems like really annoying bug - where pop will prioritize immigration to collapsing zone thus draining the whole empire of pop and not allowing the zone to be stabilized....

Ive seen this from v1.05.9 and commentators in thread reporting it in v1.07

Yeah, migration is definitely screwed. I could never understand why pops would gravitated to cesspits and commit themselves to a regional death spiral. I've observed thousands migrate from an employment/happiness utopia to a radioactive, famine-struck hellhole. Somehow, somewhere, sense existed stage left.
