Might be an idea to look at the triggers for this again. I did an Overlord that resulted in me taking every port between Le Havre and Amsterdam, with Paris being liberated a turn or two later.

The Russian morale increase didn't trigger from all of that. Indeed it only triggered several turns later when I sent a lone French garrison into Normandy, walking into empty towns.

Thanks, I've had a look and it checks for there being either 4 Allied units within 4 hexes of Caen, 3 hexes of Amiens, or 5 hexes of St Malo.

So I can only guess that none of these conditions were met until that point?

I will think about whether it can be simplified, e.g. 5 Allied units within X hexes of (say) Tours.
