Hello,I was just wondering if the AI uses aircraft?Also when dealing with a minor nation what is the difference between annexation and unification?

I've definitely seen the AI use aircraft. All I see in the manual is that annexation and unification are foreign affairs council stratagem cards. Maybe check the cards for details.

Unification - Diplomacy Roll. If it fails, you might lose relationship.

Annexation - Intimidate Roll. If it fails, you go to war with them.

Late game, I prefer to deliberately fail Annexation, because I don't need their stacks of rifle militia and would be happy to slaughter my way into their city for that sweet Fate Pack.

Early game, I prefer whatever is more likely to succeed so that I get my hands on their Militia, which is usually* at least as useful as a Fate Pack
