Fleets lose order not to reinforce

A fleet in port with deactivated reinforcements automatically loses this order when another fleet with activated reinforcements enters, even if it is a transport fleet.
I think the order not to receive reinforcements should only be able to be overridden manually.
It is also curious that if we embark units with deactivated reinforcements and deactivate reinforcements of this transport fleet so as not to activate the reinforcements of the fleet in the destination port with deactivated reinforcements, when this unit disembarks its reinforcements are activated automatically, but at least the fleet in port keep order not to reinforce.
They are not big problems that affect the game a lot, when you know it you just have to "micro-manage" a little, just notify it.
