In 1941 and later scenarios Italy is at war, has available escorts but no routes to deploy them.

So the convoy button is always lit...

Oh yea I changed the map. But they might later if oil is taken

Since the last map modification where the Sardinia convoy was eliminated, it also happens in scenario 39.
The little "problem" is that the convoy button is always lit.
