I've unlocked the tech group it's in, but it still says unavailable.

Vic, it'd be nice if the tooltip said why a tech is unavailable.

Bio Fuel is a starting technology. Synthethic Fuel simply turns energy into Fuel.

All Tech I looked at does mention the Prequisites. It is possible Vic forgot it for Synthethic Fuel.
