[1.08.02b]Militia Attached to wrong SHQ

In the following pic, all of the Pacifica Militia are attached to the 1st SHQ (Eda Hicks commanding) which is in remote Thark zone. However, the Pacifica Militia should be attached to the 2nd SHQ (Portia Murray commanding) which is in Pacifica and to which the Pacifica zone is assigned.

Select Militia
Go to Unit Administration
Reassign to 2nd SHQ

Maybe I'm confused, but what I was trying to show is that
in the OOB window they all appear attached to S-2 (Pacifica SHQ), but
when selected on the map they show as attached to S-1 (Thark SHQ).
This feels buggish... unless I'm misinterpreting something.
